A Quiet Revolution: STV and the Scottish Council Elections

چکیده
As in 1999 and 2003, the 2007 elections for Scottish local councils were held on the same day (May 3 rd ) as the Scottish Parliament elections. This was despite the fact that in the interim the Arbuthnott Commission, set up to report on elections in Scotland, had firmly recommended the ‘decoupling’ of the two sets of elections (Commission on Boundary Differences and Voting Systems, 2006, pp. 48-51). As a result, in terms of media attention the local elections were once again largely overshadowed by the Scottish Parliament elections both during the campaign and in the reporting of results. This is a pity because for the first time in a public election in mainland Britain, the Scottish local elections were fought using the Single Transferable Vote (STV) electoral system. The new system had a variety of effects barely-noticed by the media – there was, indeed, a quiet revolution – that will resonate in Scottish local government and politics for a long time to come.

Developing STV Rules for manual counting to give effect to the Weighted Inclusive Gregory Method of transferring surpluses, with candidates’ votes recorded as integer values
When the Local Governance (Scotland) Bill [2] was introduced in the Scottish Parliament it included most (but not all) of the STV counting rules used for District Council elections in Northern Ireland [3]. Among those included were the provisions for the transfer of surplus votes by the Gregory Method, applied only to the ‘last parcel’ of ballot papers for a consequential surplus [4]. During th...

متن کاملTowards Computing Victory Margins in STV Elections
The Single Transferable Vote (STV) is a system of preferential voting employed in multi-seat elections. Each vote cast by a voter is a (potentially partial) ranking over a set of candidates. No techniques currently exist for computing the margin of victory (MOV) in STV elections. The MOV is the smallest number of vote manipulations (changes, additions, and deletions) required to bring about a c...
متن کاملMathematical Model of the Single Transferable Vote Election
The Single Transferable Vote (STV) is a voting system used in some parts of Britain and Australia today. We model the voting system by randomly generating N candidates over [0,1], and assigning areas closest to them. As N increases, the probability that the STV election and the plurality election will produce the same result decreases. In single-winner elections candidates at .5 have the highes...
متن کاملWhat Do Multiwinner Voting Rules Do? An Experiment Over the Two-Dimensional Euclidean Domain
We visualize aggregate outputs of popular multiwinner voting rules—SNTV, STV, Bloc, k-Borda, Monroe, Chamberlin– Courant, and PAV—for elections generated according to the two-dimensional Euclidean model. We consider three applications of multiwinner voting, namely, parliamentary elections, portfolio/movie selection, and shortlisting, and use our results to understand which of our rules seem to ...
